Federalization of Policing Standards
Consolidation of Law Enforcement Agencies
Merge local, county, and state law enforcement agencies into the Federal Police Program.
Develop and maintain a centralized Federal Officers Database, with protections and provisions for State Level, County Level, and Local Level activities to be utilized by this consolidated federal policing agency
This technology shall have oversight, and transparency mechanisms installed to ensure compliance with standards, regulations, and gain access to records of officers, their conduct, performance, and any demerits received during their duty performance
National Training and Certification
Establish a national training curriculum and certification process for all law enforcement officers.
Develop comprehensive training programs that emphasize due process, de-escalation techniques, bias awareness, cultural sensitivity, and community engagement.
Implement regular and ongoing training to ensure officers remain up-to-date with evolving best practices and legal standards.
The training courses, in order to become an official officer under this provision shall take no less than 4 years, in line with other trades, professional training, and education
Standardized Use of Force Guidelines
Establish clear guidelines on the use of force, emphasizing de-escalation and proportionality.
Define what constitutes a lawful order and the circumstances under which use of force is justified.
Implement a robust reporting and review system for all use of force incidents to ensure accountability and transparency to include integration with the aforementioned database
Individuals shall always have the right to refuse unlawful orders, or orders that make the citizen uncomfortable, such as but not limited to exiting a vehicle, or staying in a vehicle depending on circumstances
Individuals shall further, always retain the right to resist unlawful detainment, unlawful orders, or other unscrupulous acts conducted by the officer
Individuals shall retain the right, in perpetuity, to record officers under any circumstances. Retaliation for doing so shall incur penalties for the retaliating party, never the individual.

Adherence to Federal Standards
Uniform Code of Conduct and Ethics
Develop a uniform code of conduct and ethics that sets clear expectations for law enforcement officers' professional behavior, with an emphasis on de-escalation, abiding by and supporting Due Process, ensuring public safety, ensuring individual safety.
Define professional standards related to integrity, accountability, and respect for civil rights and liberties.
Implement mechanisms for reporting misconduct and providing protection for whistleblowers.
Develop clear and robust ramifications for violation of any of the above, to be integrated into the national policing database for personnel files, and establish a national black list registry for officers whose violations incurred termination actions, to ensure that said personnel can never hold positions within the criminal Justice System ever again.
Enhanced Accountability and Transparency
Establish independent oversight bodies at the federal level to investigate allegations of misconduct and ensure accountability.
Require the use of body-worn cameras by all law enforcement officers during interactions with the public, to include immediate posting of, archiving of, and maintenance of all footage. This can be a further integration into the Federal Officer Database.
Any attempts to delay, tamper with, edit, or otherwise not comply with the above provisions, by any party shall result in the immediate termination of that individual from their post, charges of Crimes Against Humanity, and subsequent penalties.

Demilitarization of Law Enforcement
Review and Limitation of Military Equipment Transfer
All Federal, State and Local programs that facilitate the purchase, sale, transfer, or other mechanisms in which military, or similar equipment are procured by Policing Agencies, shall be abolished in their entirety.
Federal Agencies such as the FBI, shall be held to their current standards.
Any existing equipment that could fall under this provision, directly, or indirectly shall be forfeited within 30 days of Inauguration Day, or have CONUS forces forcibly remove said assets, arrest all member of the agency involved in preventing the forfeiture, which shall incur charges of Insurrection, and Crimes Against Humanity, with a focus on seeking the Death Penalty
Reevaluation of SWAT and Tactical Units
All SWAT and Tactical Units shall be abolished, their equipment surrendered to the appropriate authorized agencies, and personnel relocated to other divisions with the Federal Police Program, or Federal Agencies, respective to their compliance, and eligibility.

Refocus on Criminal Issues
Focus on Community Policing
Prioritize community policing approaches that foster trust, collaboration, and problem-solving between law enforcement and the communities they serve.
Allocate resources to support community engagement initiatives, including programs that promote dialogue, build relationships, and address the root causes of crime.
Further integrate community oversight commissions who have a direct say, impact, and role in determination of above activities.
Focus on Criminal Investigation
Officers within the Federal Police Program shall be partitioned into different units, with varying jurisdiction to accommodate the criminal activity they are tasked to investigate. This specifically means, that as a Federalized Policing Authority, officers shall have specific authority to conduct their duties within their local area of responsibility.
There shall be at a minimum the following task forces within the Federal Police Program: Sexual Assault Division, Organized Crime Division, Violent Crime Division, Domestic Affairs Division, Financial Crime Division, Human Trafficking Division, Internal Affairs, Theft and Larceny Division, Counter Terrorism Division, Transportation Division
These divisions shall have liaisons with their Federal Agency counterparts, such but not limited to the: FBI, ATF, and the CIA.
At all times, all divisions that find themselves interacting with Civilians, shall ensure the safety of the civilians, their Constitutional Rights, and if the officers’ specific duties do not apply to the situation, contacting the appropriate response teams, or agency to handle the issue. Given that there are deliberately no Federal Police Program Divisions involving: mental health, drugs, or similar health related scenarios, officers SHALLcommit to notifying the appropriate health or Social Service Agencies to handle those kinds of situations.

Federal Funding of Federal Police Program
Funding Restructuring
All current Local, County, State, and Federal Funding for Law Enforcement departments at their respective levels shall be immediately halted, and those funds reallocated to other necessities within the provisions of this, or other reforms.
The Federal Police Program shall be funded through federal funds, just as other Federal Agencies, with extreme measures taken to ensure no abuse or misappropriation of funds.
Funding shall provide for the following as a minimum: uniforms, training, accommodations during training, tools, equipment, and vehicles to conduct professional activities.
All funding line items shall be made publicly available on the Federal Police Program .gov website, and shall be maintained in perpetuity, to include access to archival records.
Failure to adhere to these standards shall incur charges of Insurrection, and Crimes Against Humanity, with a focus on seeking the Death Penalty
