IMPROVED OWNERSHIP OF INTERNET URLS

Federalization of ICANN

  • ICANN shall be federalized, and all other similar domain related services, providers, or industries headquartered in the United States, or under US jurisdiction shall be similarly federalized

  • This shall include cloud server hosting, server hosting, and any other method of controlling, storing, or maintaining domains


Transparency and Oversight of Domains

  • Given that domains and servers shall become federalized there will likely be grave concerns of abuse, and mistreatment of persons, or industries who utilize those services in a way that may be dissenting to the government, her agencies, elected officials, or other representatives. In order to alleviate those concerns, IP addresses shall be encrypted, and domains shall be registered through an encryption mechanism that cannot be investigated without a warrant.

  • Domains, once purchased by an entity or individual, shall become the property of the purchasing party, and the federal agency tasked with maintaining the integrity of that domain, and server shall be designated as the Federal Communications Commission (FCC) until or unless a different agency is deemed necessary to manage and maintain the integrity of the internet, and integrity of US based servers

  • Domains shall remain a first come first serve acquisition right, with precedence belonging to current owners of the domain, or those who have proven a justified stake in the IP, such as Google, or WhiteHouse.gov

  • Domains shall remain at a fixed price of $20, annually with the option for discounter rates for consecutive year purchases, or the acquisition of a lifetime domain for $500 to be returned to the public access in the event of death, or dissolution of the organization, business, or agency that used it.

  • Domains with government affiliations remain accessible solely to government bodies

  • Given the nature of protecting IP, many interested parties would prefer to acquire domains that include their intended naming convention and any that can be indirectly related, this shall continue to be allowed, however, excessive acquisition of “affiliated” domains shall require proof of IP integrity, and concerns, that can be filed with the FCC, and to accommodate the volume of requests, the FCC, or other authorized body shall have staff commensurate to the volume of requests.

  • Since all activities concerning domains and webhosting shall become federalized, encryption, and security services notwithstanding, it shall become the mandate of the FCC, or authorized agency to facilitate webhosting services, web development services, and their full stack equivalents, to be made publicly available, at nominal cost to the consumer, commensurate to the level of use.

  • Specifically, individuals who want to create a blog website for their cooking hobby, shall not be charged the same fees as enterprises, and vice versa. Nominally webhosting should include unlimited bandwidth, traffic, and other standard consideration for any user, however, online storage, and data storage considerations should be stratified based on need and charged accordingly along with any other similar provisions that would not be considered individual, or small scale use
